With the nation facing historic hikes in unemployment and foreclosures, Congressman Keith Ellison (D-Minneapolis) voted for landmark legislation today. The American Recovery and Reinvestment Act of 2009 will jumpstart the American economy through job creation, tax cuts and infrastructure investment.
Ellison was also able to successfully offer an amendment to increase funding by $3 Billion for public transit. The monies will be distributed by adding $1.5 Billion for the Transit Capital Assistance formula program, and $1.5 Billion for New Starts. Minnesota will receive $21 Million more in transit funds as a result of the Ellison Amendment.
“When we strengthen public transit, we grow the green economy, move people – not cars, alleviate congestion, and put people back to work,” Ellison said. “These funds are desperately needed. Public transit numbers are at an all-time high and public transit is facing increased fuel costs,” Ellison stated. “In the 5th Congressional District, my local transit authority – the Met Council – is facing a budget deficit of $60 Million. Investing in transit also supports our national security goals of reducing emissions and ending our dependence on foreign oil,” Ellison said.
This economic recovery bill will provide $550 Billion for healthcare, education, infrastructure and other strategic priority investments. It also provides essential dollars to help cash-strapped states and cities to prevent further deeper cutbacks in essential services. Minnesota alone will receive over $3 Billion in aid — including $1.08 Billion in state fiscal stabilization aid.
“Finally, we have legislation that helps American businesses and American workers get our economy back on its feet,” Ellison stated. “The era of getting something for nothing is over. The bills have come due and Democrats have responded to America’s long-neglected needs,” Ellison said. “The loss of 2.6 Million jobs in 2008 alone is enough. Let’s get America moving again. This legislation will do just that.” the 5th District Congressman stated.
This economic recovery legislation shares priorities with the new Obama Administration and is the first crucial step to create and save 3 to 4 million jobs, jumpstart our economy and transform it for the 21st Century. The plan is one of real change by strengthening the middle class and not just Wall Street CEOs.
Of the total $550 Billion, Minnesota is estimated to receive over $3.3 Billion with funds going to the following:
- $1.08 Billion for state fiscal relief
- $216 Million for Special Education
- $117.6 Million for Title 1 Education
- $477.7 Million for Highway improvement
- $355.4 Million for Medicaid (2009)
- $482 Million for Medicaid (2010)
- $126.6 Million for K-12 Construction
